In order to manage the data from multiple ESP deployments, a central data repository is required. This repository needs the following functions:

1. Provide access over many protocols (HTTP, WebDAV, FTP, SMB)
2. Provide authentication and authorization to protect data from ESP deployments
3. Provide notification mechanism to alert interested parties when files change and what changes were made.
